The other sign,

"Driving crosstown? Use thru streets."

is also kind of funny (won't get very far on dead-end streets), though I suppose it's probably the kind of thing that actually means something specific to you wacky New Yorkers.

I think what the sign is trying to capture is Drive Safely Anyway. "Safety zone" is probably a euphemism for "more expensive ticket zone."

A few particularly nasty stretches of Oregon highways have signs proclaiming them "Truck Safety Corridors" or some such. I think this gives completely the wrong message & would prefer to see "ZONE OF DEATH: Be Very Careful Next 18 mi."
